You can buy it cheap and in bulk.  After getting the cloth filler, buy some firm carpet padding like the chip foam type. You can get this from any carpet store. Tape into a cylinder and insert into the bag first. This will hold the shape of the bag and give you a nice surface for striking (inside the bag).  Then stuff the rags into the bag with a pole, pack it down good.
